1. Pour milk over crushed oat bran. Let sit 10 minutes. In saucepan, melt margarine with honey. Remove from heat, stir in egg whites, orange peel, and orange juice. Set aside.
2. Add oat bran mixture and stir until mixed. Stir in grated carrots and raisins.
3. Bake in well oiled muffin tins at 375 until done, about 15 minutes. Tops should spring back when touched. These muffins can be frozen and/or reheated.
