1. Cut beef into 16 thin, lengthwise strips. Set aside. Combine marinade ingredients in a shallow dish. Add beef, toss to coat. Refrigerate at least 30 minutes or overnight.
2. Heat oven to broil. Remove beef from marinade and thread onto skewers alternately with onion and pepper. Add tomato to the end of each skewer.
3. Spray broiling rack with nonstick cooking spray. Add kabobs and broil 3 to 4 inches from heat source, 2 to 3 minutes on each side.
