1. In medium saucepan mix water (for more moist stuffing, increase water by 2 to 4 tablespoons), 2 tablespoons margarine, carrots, and pepper. Over medium-high heat, heat to a boil. Remove from heat. Add stuffing. Mix lightly.
2. Spoon stuffing across center of 3-quart shallow baking dish, leaving space on both sides for fish. Arrange fish on each side of stuffing.
3. Melt remaining margarine and mix with lemon juice and parsley. Spoon over fish.
4. Bake at 400°F for 15 minutes or until fish flakes easily when tested with a fork.
