1. Soak skewers in water while preparing chicken and sauce. Cut chicken into 16 strips and place in shallow dish. Combine ingredients for marinade pour over chicken and toss to coat. Refrigerate 1 hour.
2. Meanwhile, prepare Peanut Sauce: In blender or food processor, combine all ingredients for sauce, using half the scallions. Blend until smooth. Pour into small serving dish and sprinkle with remaining scallions. Remove skewers from water. Thread 2 strips of chicken on each skewer.
3. Heat oven to broil or highest setting. Spray broiler rack with nonstick cooking spray. Place skewers on rack and broil 7 to 8 minutes, turning once, until chicken is cooked through. Serve with peanut sauce.
