In a blender container or food processor bowl, combine oil, lemon juice, sugar, mustard, garlic, salt and pepper cover. Blend or process until smooth. Combine with green onion and let stand, covered, for 1 hour to blend flavors. In a large bowl, toss romaine and watercress with croutons. Pour dressing over and toss. Sprinkle with cheese and serve immediately.
