* In a blender container, blend together oil, lemon juice, salt, paprika, mustard and cayenne. In a small covered saucepan, place raisins and water. Bring to a boil, remove from heat and let stand 15 minutes to absorb water drain. Toss raisins, carrots and celery into salad bowl. Stir in dressing and refrigerate overnight.
