Arrange chicken, skin-side down, in an ungreased shallow baking pan; pour butter on top. Bake at 400 degrees for 20 minutes; turn chicken over and bake 20 minutes longer. Pour tomato sauce on top; sprinkle with oregano and garlic powder. Bake until tender and juices run clear when chicken is pierced with a fork, about 20 minutes.
