1. Cook hamburger, celery, and onion until brown. Drain.
2. In 9X13 ungreased pan, combine rice and boiling water.
3. Stir in remaining ingredients and hamburger mixture with rice. Reserve 1 cup chow mien noodles for top.
4. Bake at 350 for 30 minutes covered with foil.
