1. Coat a 13 x 9 x 2-inch baking dish with cooking spray, and place halibut steaks in baking dish.
2. Add the remaining ingredients, except almonds and parsley, and bake at 325°F, basting frequently, for 25 minutes until fish flakes easily with a fork.
3. Remove from oven and top the halibut steaks with toasted almond slivers. Garnish with parsley.
