Mix together flour, baking powder and salt; cut in butter until coarse & crumbly. Add milk and stir until moistened. Form into ball; roll out and cut into 6-inch squares. Peel and core apples and put one apple on each square. Combine sugar, cinnamon and nutmeg; sprinkle each apple; dot with butter. Fold corners of dough over the apples and place in baking dish. Mix sugar, cinnamon, nutmeg, and water; pour over apples. Bake at 375°F for 45 minutes.
