Liquid-Filled Roast Duck: Filling Mixture H

1 tablespoon oil
4 tablespoons scallions
4 tablespoons celery
2 cups water
1/2 cup soy sauce
1 tablespoon sugar
1 clove star anise
1/2 teaspoon cinnamon
Heat oil. Add scallions and celery, both minced; stir-fry 2 minutes. Add water and bring to a boil. Stir in soy sauce, sugar, anise and cinnamon.
