In a small mixing bowl, mix soy sauce and brown sugar until sugar dissolves and mixture is well blended. Stir in water chestnuts and marinate for 15 minutes stir occasionally. Line a baking sheet with aluminum foil. Cut bacon slices in half crosswise. Wrap each water chestnut with a bacon slice secure with a toothpick and arrange on ungreased baking sheet. Bake at 400 degrees for 15 minutes.
