Reserve 8 whole strawberries for garnish. Crush 1/2 of remaining cleaned and hulled berries. Combine with 1/2 cup of the sugar, cornstarch, and water. Cook over low heat until thick. Chill. Cut remaining berries in halves and quarters sprinkle with remaining 1/2 cup sugar let stand 15 minutes. Stir into cooked, cooled strawberry mixture. Spoon into tart shells. Top with whipped cream garnish with whole strawberries. Makes 8 tarts.
