Place dried beef, flour, butter, bacon, and milk in large skillet. Cook and stir over low heat until thickened. Place eggs in another skillet that has been oiled and heated. Add salt, pepper, and evaporated milk. Cook and scramble gently. In an ungreased 11x14-inch deep casserole, layer half the sauce, then all of the eggs, then remaining sauce. Refrigerate overnight. Bake in a 325° oven for one hour.
