1. Place the anchovies in a mortar and mash to a paste with the pestle. Or place in a small bowl and mash using the back of a wooden spoon. Add the butter and pepper and beat until smooth.
2. Spread the butter on a piece of parchment paper or plastic wrap and roll into a compact cylinder. Store the butter in the refrigerator or freezer. Cut off 1-inch slices as needed.
