Combine orange and lemon juice, sugar and salt. Cook over direct heat until syrup simmers. Place over hot water and gradually add slightly beaten egg yolks, beating constantly with a wire whisk. Cook and stir over hot water (not boiling) until smooth and thick. Chill. Fold in whipped cream. Serve with a sprinkle of grated orange peel on top.
