Sausage, Red Beans, and Rice Casserole

1 pound ground beef
1 tablespoon oil
1 large onion, chopped
1/4 bell pepper, chopped
1 (14 1/2-ounce) can chopped tomato
1 cup water
2 teaspoons salt
1 tablespoon chili powder
1 dash of black pepper
1 cup raw rice
1 (15-ounce) can kidney beans
3/4 pound smoked sausage


Brown meat in oil; add onion and bell pepper. Cook until transparent, stirring constantly. Add tomatoes, water, salt,chili powder, and black pepper. Simmer 10 minutes. Remove from fire; add raw rice and beans. Pour into buttered dish. Slice half of sausage over top, and cover with foil. Bake at 350° for 1 hour. Stir slightly, slice remainder of sausage over top, cover, and bake 1/2 hour longer.
