Preheat oven to 425°. Combine flour, baking powder, and salt. Cut in shortening until mixture resembles coarse meal. Add milk; stir with fork until blended. On a lightly floured surface, knead gently 8–10 times. Roll dough 1/2 inch thick. Cut with floured cutter. Bake 12–15 minutes on ungreased baking pan.
