Stir together potatoes, onion, and green pepper. Heat soup, half-and-half, cream cheese, salt, and pepper. Mix with potato mixture and place all in a greased casserole. Bake at 350° for 1 1/2 hours. About 15 minutes before removing from oven, sprinkle bacon bits over top and return to oven.
