Steam carrots in broth until barely tender. Remove carrots and transfer to 9x13-inch greased baking dish. To broth, add onion, butter, horseradish, and mayonnaise. Blend with whisk until smooth; pour over carrots. Sprinkle crackers over carrots, dot with butter, and sprinkle with pepper and chopped parsley. Bake at 350° for 20 minutes.
