In a small bowl, combine all ingredients for Topping, except nuts, and stir until mixture resembles fine crumbs. Stir in the nuts, and set aside.
In a large mixing bowl, cream butter until fluffy; add sugar and grated lemon rind, and beat well. Add eggs, one at a time, beating well after each addition. In a bowl, combine dry ingredients. Add flour mixture to the creamed mixture alternately with sour cream, blending well after each addition. Spread Batter into a greased 9x13-inch baking pan. Sprinkle blueberries and then Topping over the Batter. Bake at 350° for 30–35 minutes. Serve warm.
