Preheat oven to 375°. Combine butter, water, and cocoa in a large saucepan. Bring to a boil; immediately remove from heat. Stir in flour, sugar, baking soda, and salt. Mix thoroughly. Add eggs and buttermilk; stir. Pour into a greased jellyroll pan. Bake 20 minutes.
For Icing:
Melt butter in a saucepan. Mix in milk, cocoa, powdered sugar, salt, and vanilla. Pour Icing over Cake while still hot. Spread Icing evenly, and sprinkle with pecans.
