Whisk together oil, vinegar and basil in a small bowl; set aside. Hollow out bottom half of loaf, leaving a 1/2-inch thick shell. Layer with half of cheese, all of the pastrami and tomatoes. Drizzle with oil mixture; sprinkle with pepper. Layer with remaining cheese; add top half of loaf. Wrap in aluminum foil. Grill over medium heat for 20 to 25 minutes, turning every 5 minutes, until heated through. Slice crosswise to serve.
