In a bowl, mix flour, baking powder and salt. Cut in shortening with a pastry cutter until mixture resembles cornmeal. Stir in water, one tablespoon at a time, until a stiff dough forms; set aside. Add 4 inches of oil to a deep fryer; heat to about 400 degrees. While oil heats, roll out dough on a floured surface until very thin. Cut into 4-inch squares. Test oil by dropping in a small piece of dough; if dough browns quickly, it’s ready. Fry each piece until it puffs up; turn over carefully and fry until other side is golden. Lift out with a slotted spoon; drain on paper towels. Serve warm.
