In a medium soup pot, sauté the ginger and garlic in the olive oil while stirring for several minutes.
Add the water, quinoa, broccoli, and kombu to the pot. Scrape the bottom to mix any garlic or ginger into the water. Cover, bring to a boil, then turn down to a simmer for 15 minutes.
Add salt if desired.
