Combine cream cheese, Cheddar cheese, picante, and garlic powder; mix well. Spread mixture on flour tortillas, covering completely. Top with slices of ham or turkey; roll up tightly. Wrap in plastic wrap and freeze several hours. Slice, thaw, and serve.
Fun Fact: Guests will appreciate your making appetizers small enough to be eaten in one bite preferably, but no more than two bites.
