Preheat oven to 350°. Lightly grease a 13 x 9 x 2-inch baking pan or coat with non-stick spray.
In a medium bowl, whisk together eggs and vanilla. Stir in raisins. Let stand 30 minutes, stirring occasionally.
Meanwhile, in a large mixer bowl at medium speed, beat butter, brown sugar, and sugar. Add flour, baking soda, cinnamon, and salt and beat at low speed until blended. Stir in raisin mixture, oats, and nuts. (Mixture will be stiff.) Press evenly in pan.
Bake 28 to 30 minutes until light brown and top springs back when lightly touched. Do not overbake. Cool pan on a wire rack. Cut into bars with a sharp knife.
Store in a covered container. If desired, roll in powdered sugar just before serving.
