Cut foil large enough to hold each halibut steak individually (2 pieces foil for each steak). This can be cut in the shape of a fish, if you like. Spray each piece of foil with non-stick coating, or just oil each piece of foil lightly. Dot fish with margarine and squeezed fresh lemon wedge. Sprinkle with parsley, paprika, garlic powder, and lemon pepper. Arrange veggies on steak. Seal package tightly with second piece of foil. Bake 30 minutes at 400° or grill 10 minutes per side.
