Brown the beef in a large non-stick skillet, crumbling the meat with a fork. Drain all the fat. Add the celery, green pepper, onion, crushed tomatoes, basil, oregano, sugar, salt, chili powder and Tabasco and stir well.
Cover and simmer for 20 minutes, stirring occasionally.
If using the peanuts, stir in just before serving.
Fill each bun with ½ cup of the meat mixture.
