Coat chicken with flour. In hot shortening in a large skillet brown chicken on both sides until golden.
Remove chicken and set aside. In the same skillet, sauté onion until transparent. Add tomatoes, browned chicken, raisins, olives, salt, pepper, sugar and the 2 cups cold water. Bring to a boil. Reduce heat and simmer, covered, 45 minutes or until chicken is tender. Skim off fat. Arrange chicken on heated platter, pour sauce over chicken. Serve with rice.
