Mix flour, cocoa, baking powder, salt, and cinnamon.
Beat sugar, shortening, butter, egg, milk, and vanilla in a large bowl with electric mixer until well blended. On low speed, gradually beat in flour mixture. Divide dough in half. Cover and chill 3 hours.
Preheat oven to 375°. Roll half of the dough at a time to 1/4 -inch thickness on a lightly floured surface. Cut with floured cutters. Place 2 inches apart on ungreased baking sheets.
Bake 8 to 10 minutes until firm to the touch. Cool on wire racks. When cool, decorate with colored icing if desired. After icing sets, store loosely covered.
