At least 3 1/2 hours or up to 1 day before serving:
In a small bowl, combine sugar, vinegar, water, salt and pepper set aside.
In a shallow 3-quart dish, place cucumbers and onion rings. Add vinegar mixture and toss gently. Cover and chill at least 3 hours or overnight, stirring occasionally.
Just before serving:
Drain marinade and place cucumbers and onions in a serving bowl. Garnish with Scallion Firecrackers.
