Mix butter, eggs, sugar, and vanilla; cream well. Add cocoa, flour (sifted together), and 1 cup pecans (more, if desired). Mix well. Pour into a well-greased 9x13-inch pan and bake at 350° for 25–30 minutes. Remove from oven and immediately spread marshmallow crème on top. Set aside and prepare Topping.
Combine all ingredients and mix well. Spread over marshmallow cream. Swirl. Set in refrigerator until cool; remove and cut as desired.
