In large bowl mix ground beef, bread crumbs, onion, bell pepper, grated carrot, egg, salt, pepper and 1 1/2 cans tomato sauce. Mix well with hands.
In small bowl combine remaining 1 1/2 cans of tomato sauce, water, vinegar, brown sugar, mustard and Worcestershire sauce; mix until well blended.
Grease a 9 x 13 inch pan; form the ground beef mixture into a loaf. Pour tomato mixture evenly over the loaf.
Bake at 350 degrees for 2 hours. Let stand 10 minutes.
