Spread tahini evenly over each tortilla, covering almost completely. Sprinkle green onions and shrimp over 2 tortillas. Season with salt. Top with other 2 tortillas, tahini side down, and press firmly together.
Fry in hot oil, pressing down with a spatula, until bottom is golden brown. Turn and brown other side; drain. Repeat with remaining quesadilla. Cut into wedges and serve warm.
