Preheat oven to 325°. With an electric mixer, beat the egg whites and cream of tartar until stiff. Gradually add the sugar, salt, and vanilla extract. Fold in the chocolate chips. Drop dough by tablespoonfuls onto brown paper bag which has been placed on a standard cookie sheet. Bake for 20 minutes. Turn oven off and keep cookies in the oven for another 20 minutes. Store in an airtight container.
