Preheat oven to 350°. Grease and flour an 8- or 9-inch square baking pan.
In a medium bowl, stir flour, chips, oats, nuts, baking powder, and salt set aside.
In a 3-quart saucepan over medium heat, melt butter. Remove from heat.
Stir in brown sugar until melted. Stir in eggs and vanilla. Add flour mixture and stir until all ingredients are moistened. Spread evenly in baking pan.
Bake 30 minutes or until top is set and golden brown. Cool pan on a wire rack. Cut into squares with a sharp knife.
Cover and store in a cool place.
