1. chop the cilantro.
2. Place the cilantro, sour cream, lemon juice, and garlic in a bowl, stir, and refrigerate at least 30 mintues.
3. Combine the marinade in a bowl and brush over both sides of the fish.
4. Place an inch of water in the bottom of a large pot, set a steamer basket on top, then add the salmon. Bring to a boil, cover the pot, and reduce the heat to medium?low. Simmer the fish 5 to 8 minutes, or until it is opaque and flakes with a fork.
5. Transfer the filets to a platter. Spoon the cilantro sauce on top and serve with lemon wedges.
