Sauté shallots in butter until limp. Remove from heat and stir in garlic, parsley, dill, horseradish, and crabmeat. Place 1 sheet of phyllo on a work surface and brush with butter. Cut lengthwise into 3 strips. Place 1 tablespoon crabmeat mixture in center on one end of each strip. Fold sides in over filling and roll up tightly. Brush outside with butter and place on a baking pan. Repeat with remaining ingredients. Bake in 350° oven 15 minutes or until golden brown.
Note: To keep phyllo sheets from drying out while you are working, cover them with a slightly damp cloth.
