In a small bowl, mix basil, oil, vinegar, garlic, salt, pepper, and sugar. Let stand 30 minutes to blend flavors.
In a glass baking dish or pie plate, arrange a single layer of tomatoes. Drizzle with half of the dressing sprinkle with half of the green onion. Repeat. Cover and chill 15 minutes.
To serve, transfer to a serving plate. Garnish with salad greens or parsley sprigs if desired. Serve slightly chilled.
*If using dried, use 1 teaspoon or to taste.
