Potatoes should be dry, firm, and smooth, with no cuts or bruises. Sprouted potatoes should be avoided, as should those that are greenish. Peeling is optional. Very fresh new potatoes don't need peeling, but I generally peel older potatoes, or when I want them to look less rustic.
My favorite all-purpose potatoes are Yukon gold. They have good flavor and warm color, and they keep their shape well for salads and when roasted.
