1. Preheat oven to 450°F.
2. In food processor or with pastry blender, mix margarine and flours until the mixture resembles coarse crumbs. Stir in baking powder, baking soda, sugar substitute, and salt to taste.
3. Stir in milk until dry ingredients are moistened. Stir in raisins and orange peel.
4. Gather dough into a ball. Roll out on a lightly floured board to 1/2-inch thickness. Cut into rounds using a 2 1/2-inch cookie cutter. Place on cookie sheet well coated with cooking spray.
5. Bake 7-10 minutes or until lightly browned.
