1. Pour enough hot water over beef to cover. Soak for 20-30 minutes. Pour off water and slice beef into strips.
2. Melt butter in a small saucepan. Stir in flour with a wooden spoon until well mixed.
3. Add milk a little at a time until all milk is added.
4. Add beef and heat until bubbly.
5. Cut toast in half and pour beef over toast.
