Combine butter, sugar and milk in a heavy saucepan boil for 20 minutes, stirring often. Remove from heat stir in chocolate chips and marshmallow creme until melted and smooth. Pour into a 13" x 9" ungreased baking pan set aside until firm. Cut into squares to serve.
