1. Add olive oil to a skillet, and sauté onion until it is tender, about 5 or 6 minutes. Add green pepper and sauté for 5 minutes more.
2. Add green beans, tarragon, water, and lemon pepper, mixing well. Cover and simmer for 10 minutes or until beans are crisp yet tender. Transfer to a bowl and serve.
