1. Mix cocoa, water, and salt in a heavy saucepan until smooth. Bring to a boil and simmer gently, stirring constantly, for 3 minutes.
2. Remove from heat and let cool 10 minutes.
3. Add sugar substitute and vanilla and mix well.
4. Store refrigerated in a jar. Stir well in jar before measuring to use.
